is this even normal!!?

I just want to share this incident. a person by the name of Catherine reached out to me for a job opportunity. but the later messages are what irks me. is it even normal. I have come across a few companies asking for confidential documents even before the interview date but the interview still goes on as planned. but this, just cancel it. all sensitive documents can only be given after being selected. since when has protocol changed? the job opportunity derived from jobstreet. has anyone ever came across this? please share with me your incident and how u tackle it. thanks in advance.
