Are there any airlines that will let dog fly too?

A dog just sit next me on this airplane he’s very cute and calm but aren’t dogs supposed to be crated under the seat? I had permission from his own to pet the dog but didn’t ask if he’s a service dog or not. Do y’all know any dog friendly airlines?
