Chapter 9 discusses making people come to you and never argue for what you want, bid your time then strike. Most people think being aggressive will secure the win but in most cases forcing your enemy to move where you want them is much easier than wasting your energy. Let them tire out. Napoleon's great escape from Elba was in fact a trap in itself. A man wanted him further away so he couldn't return to Europe but other people didn't agree. Instead of arguing he waited, he plotted, then orchestrated Napoleon's escape and return to the thrown. Nearly 100 days later Napoleon's time as ruler was finished and then he was sent to a west coast of Africa. Talleyrand got what he wanted in the end, he just had to wait.
