Carpool Lane for single drivers?

Forgive my ignorance here but I thought the carpool lane was 2 or more people. Why is it that (at least on the 405) that nearly everyone has only one person in their car?

Are people just chancing it and getting away with it? I thought there were cameras that can check how many people are in the car and you get a ticket. Maybe I am missing something but I am just surprised so much people drive in the carpool lane by themselves. Can someone explain what is going on here?
