Are carpool lanes even enforced?

I've recently changed jobs that takes my commute close to rush hour and more freeway time, specifically 80 from about Roseville to Natomas. I've noticed the carpool lane filled with single person cars, regardless of actual traffic congestion. Has anyone noticed CHP presence enforcing those lanes lately?
