Weird smell in my bathroom

I recently moved into an apartment and the bathroom is truly a nightmare. I’ve scrubbed it throughly with Clorox and soaps, but the drain smells so bad that no matter how many times I’ve cleaned it won’t it just won't disappear. I eventually bought some baking soda did the tried and true science experiment with vinegar and hot water. The smell went away for a bit then returned again. To top it off, there are cockroaches in the walls that occasionally pop out. I have a plan of attack for that. My question is: How can I get rid of the smelly drain pipes?
