Any tips?

I have to implement layoffs to keep my budget in line. I am a relatively new manager in the workforce. First time doing layoffs. Our sales projections are not good. But I only need to layoff one staff member so far. It was orginally 2 but the other staff memeber quit. We may have to lay off more in q3 if things don't pickup. This staff member was toxic when they left for paternity leave and came back similarly toxic but has a newborn and it is eating me up thinking about laying the staff member. I am very empathetic leader and i love all my staff even the toxic ones.

Anyone have experience with this and deal with this before?
