OK somebody explain this to me please

First off, I live in a state that is for famous for this. Hint hint.

so this has happened many times since I had moved here, and I just scratch my head at it . But here’s my most recent example.

I go get the mail and say hi to the brand new neighbor . She’s young about 20 something. She can clearly hear me as I’m picking up my packages and I’m looking at her. They don’t say anything back she just keeps staring. I never had this happen so much in other places I live. I’m not sure what to make of it. I could understand if I was naked and doing some weird dance or something but it’s just a casual hello. Nine times out of 10. It’s always been females who do it. What is that ?
