Does anyone know what this is?

I just moved and in my new apartment, there's two of these things and I have NO idea what they're supposed to be 😂🤦🏼‍♀️ lmfao.

I mean, it works as a phone holder. But I just don't know😂😂😂

There's on in the bathroom and one near the kitchen sink, so I was maybe guessing something for toilet paper or paper towels? But, I have no clue. My boyfriend and I have been going nuts for weeks trying to figure this out! 😂🤦🏼‍♀️
