Help! What To Do About Dry Scalp?

My daughter’s scalp is dry! It’s literally flaky in lots of different places on her scalp and she just came to me crying saying she’s sick of it. I want to help but I don’t know what to do! Is it the shampoo? Or what? Should I use head and shoulders for her hair? Or is there something else to use?
